Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
Once the Revo Uninstaller finishes its job, restart your PC, start it again and look for WinZIP in the list. It should be removed by now, but it's better to double check. If the software has been removed from your PC, you can continue to install or update other apps.
Although the versions mentioned are quite old, WinZIP works well in Windows 7. You might receive a compatibility warning window when the program is starting but it can be ignored as the program works correctly. Also, if you encounter problems with the file, you might want to try WinRAR as it is able to open a wider variety of archive file types.

You can take a bitmap and trace it, vectorize it, or use the OCR recognition for text. Can anyone help me get a copy or the file I need? Or a new copy of the program?

If you have a 32bit environment, you need to place the file in \Windows\System32 and if you have a 64bit environment, you need to place the file in \Windows\SysWOW64. Another solution is to copy the file into the installation directory.
